I just got an email back from the ISSN center turning down Furrygoat 2.0 for an ISSN number (background and compatibility information). The email reads:

We received your application for an ISSN. The resource named on your application appears to be a personal blog. According to international ISSN assignment policy personal web pages and personal blogs [...]
