Slow Fade Effect in XP

Wierd. I’ve been going through my machine this morning and downloading as many firmware and updates to system drivers as I can find, and have noticed that I did something to the "fade effect" for menus in Windows XP. I’ve already tried Tweak UI (its set on "Fast") yet, the fade in takes 3-4 seconds to show up (which is unbearably slow). I know it’s not my processor (2.5ghz), so I’m guessing that the latest ATI drivers (4.12) have caused some weird side effect.
Of course, it could just be a bug.

Make sure AGP 8x is turned on; also make sure you have the correct mobo AGP drvier is installed. I had this problem once…
