I’ve always been a fan of the Background Internet Transfer Service (or BITS) on Windows XP. It’s a set of COM objects that can be used to queue up Intertnet transfers then scales downloading them based on current bandwidth, etc. In addition, it can be used to resume file transfers that are stopped or broken mid-transfer.
